The convening of a Marine Board of Investigation is the highest level of investigation conducted by the U.S. Coast Guard, Neubauer said.
Investigators are working closely with other national and international investigative authorities, including the U.S. National Transportation Safety Board, the Transportation Safety Board of Canada, the French marine casualties investigation board and the United Kingdom Marine Accident Investigation Branch, Neubauer added.
The Coast Guard board can make recommendations to prosecutors to pursue civil or criminal sanctions as necessary.
The Coast Guard led the initial search and rescue mission, a massive international effort that likely cost millions of dollars.
"The Coast Guard doesn't charge for search and rescue nor do we associate a cost with human life," said Rear Adm. John Mauger, of the Coast Guard First District.
